12/04/16THE STATEMENT of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan regarding killing of civilians by the Armenian armed forces

Since 2 April 2016, the Armenian armed forces abruptly started intensive shootings from the occupied Azerbaijani territories as well as from the territory of the Republic of Armenia on the territories of the Republic of Azerbaijan, numerous dwellings, schools and other social objects along the frontline, also the positions of the Azerbaijan Armed Forces on the line of contact by heavy artillery and big caliber weapons. As a result, civilians, including women and children were killed and severely injured.

The representatives of the Ombudsman Office, the Organization control Office and Regime Control Department of the Ministry of Justice Penitentiary Service conducted joint investigation in Gobustan prison on February 8, 2011.

The Commissioner for Human Rights of the Republic of Azerbaijan conducted round table entitled “Azerbaijan and the Council of Europe: Cooperation in the filed of Human Rights” dedicated to the 10th anniversary of admittance of Azerbaijan to Council of Europe.

The Commissioner for Human Rights of the Republic of Azerbaijan attended an event in Bilasuvar on the occasion of the birthday of national hero Mubariz Ibrahimov in the college named after the latter. 

08/02/11The member of Ombudsman’s NPM group against torture attended international seminar in Tallinn

The Office of the Chancellor of Estonia, Mental Disability Advocacy Center, the Estonian Patient’s Advocacy Association and Penal Reform International co-organized a workshop on “Service user and prisoner participation in monitoring places of detention” on 20-12 January, 2011 in Tallinn. 

08/02/11Ombudsman received head of OSCE Baku Office

The perspectives of future cooperation were discussed in the meeting

 

The Commissioner for Human Rights received head of OSCE Baku Office Ali Bilge Jankorel. The aim of the meeting was to define the perspectives of future cooperation. The Commissioner noted after designation as an NPM, the Ombudsman’s NPM group was created; the members of regional centers are also included to the group. It was noted 396 visits were carried out in places of deprivation of liberty in 2010.

 

07/02/11The members of NPM group conducted visit in Baku Investigatory Isolator and penitentiary No. 11

According to the instructions of the Commissioner for Human Rights, the members of the Ombudsman’s NPM group against torture conducted visit in Baku Investigatory Isolator of the Ministry of Justice Penitentiary Service in order to investigate the appeals received by the Commissioner. They met with 22 persons detained in the facility, explained them their rights

The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan received the Parliamentary Assembly of Council of Europe Monitoring Committee co-rapporteurs Hon Joe Debono Grech and Pedro Agramunt.
