National Preventive Group continues visits

Within the National Preventive Mechanism activity of the Ombudsman, National Preventive Group (NPG) for the Prevention of Torture continues visits to the places, which persons can’t leave on their own will. 

NPG carried out its next visit to the Medical facility of the Penitentiary Service of the Ministry of Justice without prior notice upon the instruction of the Commissioner for Human Rights (Ombudsman) Elmira Suleymanova.

The aim of the visit organized on the basis of the requirements of OPCAT and the Constitutional law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, was to investigate detention condition and treatment in the facility, also appeals on medical assistance, to learn the situation regarding ensuring the rights of convicts  and adequate documentation.

Within the framework of the visit, treatment buildings of the facility including the surgery and mental illnesses departments and other objects were monitored; existing situation and documentation on organizing medical assistance, nutrition, parcels, meetings and phone calls were investigated.

A number of convicts were received in private by the NPG members in order to examine appeals, detention conditions and treatment issues. Their appeals on treatment and meeting with family members were investigated and provided on the spot, also legal advice was provided to those, who raised issues about the investigation conducted on their case.

There is need for improving and upgrading the quality of medical care in the Medical facility, generally in penitentiary institutions with regard to psychiatric assistance, activity on rendering medical and social care to persons with mental disorders.

At the end, discussions were held with the administration and authorized staff members of the facility, relevant recommendations were given in line with the national and international legislation with regard to elimination of shortcomings on organizing medical assistance and further improvement of detention conditions.
